It is known as the most familiar form in ancient Japan because it was believed that the plague could be dispelled by hanging the bell of a temple called futaku(temple bell). As for the inscription on the paper, it says "Shumi no furin," which somewhat means like "Enjoy the taste of the sound." The "Shumi no furin" paper strips are on almost all the cast iron wind bells sold in Japan, so it's kind of like a magic word / lucky charm that comes with them!
