"Ryu" is often called "dragon", but it is different from the drafon of the Occident. Japanese dragon "Ryu" is one of the God by the mix of the snake god.
So, Japanese dragon has been worhipped by people. At the 9th century, there was the anecdote in Sinsen en, the great pond near actual Nijo castle.
At tha time, people suffered from the drought, Kukai high priest of ShingonBuddhismprayed and called one of the god of dragon to make it rain.
So, Japanese dragon the symbol of fortune which brings mercy and happiness for the people.
