As for the inscription on the paper, it says "Shumi no furin," which somewhat means like "Enjoy the taste of the sound." The "Shumi no furin" paper strips are on almost all the cast iron wind bells sold in Japan, so it's kind of like a magic word / lucky charm that comes with them!
